Commissioner of Police Mr Clifton Hicken and members of his Executive Leadership Team (ELT) met this afternoon (January 6, 2025) with officers and ranks of Regional Division 4(B) at the Police Officers Mess Annexe, Eve Leary.

The meeting โ€“ one in a series of planned meetings to be held with ranks across Guyana — is in keeping with the Commissioner and his Executive Leadership Teamโ€™s commitment to engage with all officers and ranks in the Guyana Police Force and to inspire them to work in unity and in a professional manner, to deliver quality law enforcement service to all citizens of this country.

Addressing the ranks, Commissioner Hicken and his team reiterated the importance of crime prevention and safeguarding the communities in which they ‘police’ and live. Commissioner Hicken and his team urged the ranks to uphold the integrity of the Force, and to make sure that whatever they do is in keeping with the Standing Orders and the SOPs.

Following a meeting with the Officers and ranks of Regional Division 4’A’ earlier this morning, also at the Police Officers’ Mess Annexe, Commissioner Hicken along with the Executive Leadership Team met with Regional 4B Commander, Senior Superintendent Khalid Mandall along with a number of Officers and ranks from the Regional Division (4’B’).

This afternoon’s meeting forms part of Commissioner Hicken’s objective of meeting with all members of the Guyana Police Force, to ‘set the tone’, address issues and outline the way forward for the GPF in 2025.

Members of the Executive Leadership Team in attendance at today’s important meeting include Deputy Commissioner ‘Administration’ Mr Ravindradat Budhram; Deputy Commissioner ‘Operations’ Mr Errol Watts and Deputy Commissioner ‘Law Enforcement’ Mr Wendell Blanhum.

Following on the heels of this morning’s meeting during which Top Cop Hicken issued a scathing warning to traffic and patrol ranks to desist from stopping persons on the road without body cameras and asking for license/fitness and to focus more on positively engaging members of the public, the Commissioner restated the same warning to traffic and patrol ranks of Regional Police Division 4’B’.

Top Cop Hicken, during the meeting also discussed the ongoing developments taking place in the Force and highlighted the pillars of the Force’s 2022-2026 Strategic Plan. As part of that Strategic Plan, Commissioner Hicken shared that emphasis will be placed on improving infrastructure, operations, developing our people and building meaningful partnerships with the public and all communities across Guyana.

While speaking to those in attendance at this afternoon’s meeting, Commissioner Hicken stressed the importance of working together to foster better police-community relationships. This, he alluded, will not only significantly aid in the fight against crime but will also play an integral role in the development of Guyana and its citizens.

This afternoon’s meeting took a more proactive approach in which the ranks were able to share with Commissioner Hicken and the Deputy Commissioners present, some of the issues hampering their policing efforts as well as the effective dispensation of their duties in the Region.

All of the issues raised by the ranks were immediately dealt with by the Commissioner and his Executive Leadership Team.

In their charge to the ranks, Deputy Commissioners Ravindradat Budhram, Errol Watts, Wendell Blanhum and Simon McBean, shared the same sentiments, emphasising the need for unity and collaboration amongst ranks from the various sections of the Force in the fight against crime. The Senior Officers also called on the attendees to be cognizant of their attitude, conduct and deportment as law enforcement officers and to be professional at all times.
